FreeCORE 15.0-U1.7

IPMI System Event alerts work again, file(1) is quiet, and the OpenZFS scripts carry their upstream names, on the maintained 15.0 line.

FreeCORE 15.0-U1.7 continues the maintained 15.0 line, which carries the TrueNAS CORE 13.3 storage, jail, plugin and VM model forward. It is a maintenance update for 15.0-U1.6.

• IPMI System Event alerts work again. Since 15.0 the alert source rejected every record in the system event log, because ipmitool 1.8.19 prints the time with a zone name where 1.8.18 printed it bare; no hardware event became an alert, and the middleware log filled with one warning per record every five minutes. Timestamps are read in UTC as before, so events dismissed before the update stay dismissed.
• file(1) no longer prints "Duplicate magic entry" warnings on every call: the compiled magic database is back in the image.

• zarcstat and zarcsummary are installed under their upstream names; arcstat and arc_summary remain as links beside them.
